I successfully re-installed windows on my laptop, but when it starts up - it
has a black screen with white squares down the bottom which gradually fill
up as the system is getting ready to load. I didnt have that before nor do
I have it on my other computer when it loads up. Is there a way I can get
rid of it (an easy way)

This is not unusual for an XP system. Its nothing to worry about.

Thanks Doug, I knew it wasnt anything important, but it annoys me, and I
wished I could get rid of it.

You're welcome. :-) Personnally, I like it when the system does that. You can press the F8 key anytime while its filling up and get the boot menu. Handy for getting into Safe Mode if you need to. Otherwise the timing can be a little tricky.
