I second the recommendation to make sure antivirus with the latest updates
are running. www.grisoft.com is free antivirus, and you can also do a
one-time scan of your system by going to http://housecall.antivirus.com It
will be difficult to do any of this if you are unable to run any programs at
all on your computer, but you could try pressing the F8 key before windows
starts up to select Safe Mode and see if you can run any programs then. If
that doesn't work, then I would probably suggest reinstalling Windows as the
easiest solution, given that it may be difficult for you to run the standard
troubleshooting tools that might help diagnose a different fix.

You don't get any error messages at all?
