Our labeling software requires values to be entered into registry to properly
activate the it. It seems that Win 2003 Server SP1 security is prohibiting
this. Is there any way to manually override SP1 security during registration
of other software?

No its not possible. you need to test your application compatibility with
Windows 2003 -SP1 enhanced security.
