I need help with formatting in XP. I was just curious if I could format
a 16mb drive and card (JAMP3 player) to a Win98 Fat16 using XP?
Apparently the thing won't work otherwise. Of course I could rebuild
my old PC with Win98, but trying to avoid that.

It looks like that your JAMP3 player isn't working anymore, possibly due to
outdated drivers. Try visiting the manufacturer's website to download the
latest drivers for Windows XP.
