browser hi-jack

I have a toolbar on my computer that shows up in any window I open, whether
I'm on-line or not. From what I can gather, it's associated with about:blank.
It changes my homepage and adds to my favorites list. The far left of this
toolbar says, remove toolbar? Can anyone tell me how to get rid of this?
