Microsoft Windows Installer 3.1 unable to be successfully installe

I tried to update my Windows XP Professional, and I got the error message
"Microsoft Windows Installer 3.1 unable to be successfully installed". This
is a mandatory update, right? How can i get this to install properly?

Go to the main MS download site and chose KB893803
http://support.microsoft.com/?id=893803
Most things are not downloading from the new Windows Update site now since
June 30th for many of us. So if you read thru these posts you will see most
USE the Update Site to see what is being recommended for downloadings and
then go to the MS downlaods site and find it and from download from there.
Apparently something does not work properly on the Update site.

It took me three attempts to install this, after the second one I realized
that one of my security programs (process guard) was blocking the install.If
you have a similar program check the logs.
