Auto update problem

I have auto update set to notify, but not automatically download. I
usually clear the checkbox, then click cancel, then click to not
notify me again.
I just received an update notification for Windows Installer 3.1 - the
problem is that the update checkbox is grayed out, and will not allow
me to delete the check, which means that the update icon remains in
the taskbar. ???

Most likely because Windows Installer 3.1 is a mandatory update...

That's the first I've heard of mandatory updates. Is this something
new?
