Can downloading SP2 help install files for East Asian languages?

my automatic update is always on so probably i have already had the latest
version of windows. i wanna install files for East Asian languages, which
requires SP2 CD and i dunt have. what can I do? download SP2 from website?
please help me.

Order CD ROM of SP2 from Microsoft
