June Windows XP Automatic Update Problem?

After the June automatic update ran, the following folder icon appeard on my
desktop:

Name: ەc
Shortcut to: C:\Documents and Settings\[my name]\Desktop\ەc\Webcleaner.dll

It appears to be a copy of the Malicious Software Removeal Tool.

Can this folder and file be safely deleted from my system. I checked
add/remove programs and there is nothing there does not seem to be anything
there related to this file or folder.

I'm doubting very seriously that this came from MS. It is more likely it's
an unknown or malware.
For sure, MS does not put its "tool" on your desktop or desktop folder.

Remove that file / shortcut.

When it comes to cleaning up on malware, you cannot rely on only 1 tool.
I recommend an article at Aumha.org on ways to cleanup parasites.
Follow the quick-fix protocol.

On looking up entries on MS updates / hotfixes in Add-Remove Programs in
Control Panel:
When you get the first screen, be sure you check (tick) the box for "Show
Updates".
