Windows search on 16-bit characters

I recently attempted to search for a file containing a particular word. I
knew for a fact the word was in one of a group of files. The Windows search
function came up empty. After looking through one of the files (MS Publisher
document) I saw that the text was stored as 16-bit (unicode?) characters.
QUESTION: Is there a way to get the Windows search function to search that
format?

XP only searches text in some file formats. MVP Doug Knox has a utility for
other file formats:
Enable Searching for Text in Files

Or you could use an alternative find tool such as Agent Ransack:
