I think he means that the new Microsoft Update has been announced as
available for public use. You can read more about it here:
http://www.microsoft.com/technet/prodtechnol/microsoftupdate/default.mspx

There's really no "risk" involved, since it will work just like the
Windows Update site did previously, only now you have the option to also
get Office and other MS product updates from a single site.
