can anyone tell me what a "PC board" is& does?

Its usually brownish green and has spaghetti looking busways and little
holes that you solder little electronic components onto.
I have one inside the clicker for the TV Cable Box and it somehow changes
the volume and channels - at least it does when the batteries haven't fallen
out and gotten swallowed by the little bunny.
