Eula not accepted failure

I was having trouble using Windows Update and it kept failing as soon as I
clicked the Install button. It would say I failed to accept the EULA or an
error code of 80070003 in the log file. I finally found that the files are
supposed to get downloaded to C:\WINDOWS\SoftwareDistribution\Download on my
system, but instead of the directory, there was an 8k binary file in the
C:\WINDOWS\SoftwareDistribution directory which caused the problem. I renamed
the file and tried Windows Update again and this time it started downloading
the updates and created the Download directory. This has stumped me for a
while, so I thought I would share it in case it may help others.
