Desktop Icons are locked

My desktop icons are locked in place. I can drag them but they just snap back
to their original positions.
I right click on the desktop to reveal the "Arrange Icons By" Menu and none
of the options are checked. The "Lock Web items on desktop" option is not
checked either. The "Show Desktop Icons" option is the only item in the box
that remains checked.
Please advise what I must change to free up my icons; thanx.

Try Taskbar & Start Menu Properties> Start Menu> Customize: check the box
to enable dragging and dropping.

Select once Autoarrange and Lock Desktop options and uncheck them again.

Thanks for the post Sharon, but I'm afraid it didn't work. Icons remain
frozen. I also ran Repair, but that did not help either.
