I had the exact same problem on my Gates computer. I even contacted
Microsoft, but none of their suggestions fixed it. What finally did
solve it was going to Microsoft's download page and downloaded Windows
XP Service Pack 2. Microsoft tells you not to use it for a single
computer because they expect you to be able to use auto-update but
since we can't, this download works fine. The update fixed whatever was
wrong and enabled me to download the 23 updates I couldn't get before.
