Do not archive mail in default OE folders. They will eventually
become corrupted. Create your own user defined folders for storing
mail and move your mail to them. Empty Deleted Items folder regularly.
After you are done, follow up by compacting your folders manually
while working *offline* and do it often.
Click on Outlook Express at the top of the folder tree so no folders
are open. Then: File>Work Offline (or double click Working Online in
the Status Bar).
File>Folder>Compact all folders. Don't touch anything until the
compacting is completed.
In Tools>Options>Maintenance: Uncheck Compact messages in background
and leave it unchecked. {N/A if running XP/SP2}.
In IE: Tools>Internet Options. Delete the TIFs and check the box to
delete offline content.
If still no joy, see these performance issues:

Start off by creating two new folders, Old Sent Items and Old Mail
Move the messages from the Sent Items to the Old Sent Items
Move the messages in the Inbox to the Old Mail folder.
File | Work Offline
The follow that to File | Folders | Compact All
If you get an error of a file in use, move the message window out of the
way and look at what file/folder it says is in use. If it's the Folder.dbx
file, then you will need to go into Tools | Options | Maintenance tab |
Store Folders button and note the location of the store folders (dbx files)
Open Windows Explorer
Tools | Folder Options
Click on the Views tab
Select "Show all files"
Uncheck "Hide file extensions........."
Click Apply then OK
This will make the dbx files visible if not already set.
Delete the Inbox.dbx, Sent Items.dbx and Folders.dbx files.
Restart OE and the three files mentioned above will be rebuilt, new and
empty.
That should start OE a lot faster.

In addition to the other two suggestions move all of your messages out of
the Inbox. Close OE and delete the Inbox.dbx file- it will recreate a new
one on next start-up. It gets bigger over time even if nothing is in there.
Also don't set OE to go straight to the Inbox on start-up. Apart from
opening a large file if it becomes corrupt you'll have bother opening the
program.
