Follow-up: at Ctrl Panel/Display/Settings I have been set at 120% and
now changed to 150%. This has increased the font size for the OE
Folder titles. Seems to provide the desired effect.

Realized the use of incorrect terminology and numbers. At
Display/Settings/Advanced had been set to 120 DPI; now at Custom 125%.
Result: OE folder title display satisfactory.
