Although i use outlook express exclusively for all my e-mail and have it
selected as my primary server whenever i send pictures from Microsoft Office
Picture Manager it always sends it from Outlook and not Outlook Express
Any other picture manager such as Adobe Photoshop Or Picasa sends it from
Outlook Express my selected e-mail server. This only happens with Picture
Manager. Microsoft techinal service has been unable to find the reason for
it.They feel that the problem is with Outlook Express and not Outlook,.

Make sure OE is set to be your default e-mail client.

Make OE the default e-mail client:
http://www.oehelp.com/oedef.aspx

See this if it still does not set as default:

OE is set as my default e-mail client in every instance you mentioned and
works perfectly for all e-mail and all programs EXCEPT Microsoft Picture
Manager in sending pictures.

Like many photo editing applications, Picture Manager requires a Full MAPI
mail client, Andy (e.g., MS Outlook).

OE is only a Simple MAPI mail client.
