what causes hotmail.com to send 2 of each msg, and how can it be stopped?

Duplicate messages.
For Hotmail, or IMAP accounts:
Tools>Options>General tab. Uncheck either: When starting, go directly to my
Inbox folder or, Send and receive messages at startup.

You need to click on "Hotmail" Then click on the checkboxes (if you just
have one then just click the one). Then this is where you have to choose
synchronization settings. Right Click. Scroll Down To Synchronization
Settings then (I recommend) click on All Messages.
