Uninstall and reinstall OE on Win2k?

Hi,
I need to uninstall and reinstall Outlook Express on a Win2k SP4 machine. I
have IE and OE 6.1. The problem is, I don't have Outlook Express in
Add/Remove Program -> Add or Remove Windows Components. And I don't have
Microsoft Internet Explorer 6 and Internet Tools listed in Add/Remove
Programs neither. When did they stop having that listed there?
Anyways, so how do I uninstall and reinstall Outlook Express? Any ideas?

Are you sure you have to do a reinstall? What is the problem you are having?

Although written for WinXP, it works for all Windows operating systems 98 or

I'm getting "msoe.dll could not be loaded" when trying to start Outlook
Express. I've already looked up the error in the Knowledge Base and have not
been able to resolve the issue using the articles.
Believe it or not, I used to work as a Microsoft Support Technician
supporting Outlook Express, along with the OS and Microsoft Outlook. So
you'd think I'd know how to do this. I know how to manually uninstall
Outlook Express, but I'm used to seeing "Microsoft Internet Explorer 6 and
Internet Tools" in Add/Remove Programs so you can just reinstall Outlook
Express using that.
Anyways, your article doesn't really apply to me. I have Win2000 Sp4, not
WinXp. All that it says is to either do a SFC/Scannow or a repair of
windows. I could try a repair of Windows, but then I have to re-apply all
service packs and everything, and sometime that messes up other programs that
you have installed, so I'd rather not go that route.
There has to be a way of reinstalling Outlook Express still. Microsoft
couldn't have left a person stranded who needs to reinstall OE, could they?

OE is in Add/Remove Programs - Add/Remove Windows Components, but I don't
think that is going to help you.

Errors in DIRECTDB.DLL or MSOE.DLL generally indicate corruption in the
message store. Start by moving Folders.dbx to an empty Windows folder. You
will lose your folder hierarchy and the lists of newsgroups on the news
servers, but it might get you into OE. Note: The DBX file are hidden files
in Win2K, WinXP and Win2K3.
If that doesn't do it then move all of the DBX files to the same folder as
Folders.dbx. You should now get into OE. Try importing the messages from the
folder you moved the DBX files to. If you can't, you can use this tool to
extract the messages:
DBXtract: {Cost: $5.00}
http://www.oehelp.com/DBXtract/Default.aspx
DBXpress: {$24.95, but much faster for large files}
http://www.oehelp.com/DBXpress/Default.aspx
The messages can then be dragged from the Windows folder back into a folder
in an open instance of OE.

Thanks Bruce, I do appreciate the help!
But I've already tried creating a new identity and that didn't help. I even
went as far as renaming the Identities key in the registry. It still comes
up with the same error.
I looked in Add/Remove Windows Components and Outlook Express is there, but
it is just for Adding or Removing access to Outlook Express from the Start
menu. This doesn't remove or reinstall Outlook Express.
Not to mention, even if it were there, if I was to remove and reinstall OE
from there, it would put back an older version of OE, therefore there would
be mismatched versions of OE and IE, which is not usually very good.
Back when I was supporting Outlook Express, if you installed a newer version
of IE than what the OS came with, then it would add an entry to Add/Remove
Programs called "Microsoft Internet Explorer (version) and Internet Tools".
Then, you could select that, click "Add or Remove" or "Change", depending on
the version of Windows, then select "Add a component" and under
"Communications", you could check "Outlook Express" and just install Outlook
Express from there.
Why isn't that still listed in Add/Remove Programs? My version of IE is
newer than what came with Windows 2000. Is that a feature that Microsoft
quit putting there?

You're OE version remains the same. The msoe.dll version is what changes.
See Help | About in OE.
I don't have any other suggestions. If you keep checking back, eventually
someone else may have another fix. BTW, OE is an integral part of IE, so you
can't R&R OE without doing so for IE.

Then you still have setupwbv.dll? See what it can do for you
(ref. KB194177). E.g. Run... (press Win-R and enter:)
rundll32 setupwbv.dll,IE6Maintenance
Note that a successful repair using that option involves a reboot
so you might as well close everything else down first. I also suggest
temporarily disabling any security products such as Anti-Virus scanners
to prevent any possibility that they might interfere with the repair procedures
during the boot.
Similarly there is a re-registration tool for OE. Run...
msimn.exe /reg
I suggest you try that while all OE windows are closed
and you confirm that that removed msimn.exe as an active task.

You need to read this part of the article. This will work in Win2000:
Windows XP and Windows XP SP1: Edit the registry and install Internet
Explorer 6
Warning If you use Registry Editor incorrectly, you may cause serious
problems that may require you to reinstall your operating system. Microsoft
cannot guarantee that you can solve problems that result from using Registry
Editor incorrectly. Use Registry Editor at your own risk.
When you try to reinstall the same version of Internet Explorer, you may
receive the following error message:
Setup has detected a newer version of Internet Explorer already installed on
this system.
Setup cannot continue.
To avoid this error message and reinstall the same version of Internet
Explorer and Outlook Express, follow these steps: 1. While you are logged on
as an administrator, click Start, and then click Run.
2. In the Open box, type regedit, and then click OK.
3. Locate the appropriate registry subkey, right-click the IsInstalled
(REG_DWORD) value, and then click Modify.
To reinstall only the Internet Explorer 6 browser component on Windows
XP, use the following registry key:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Active Setup\Installed
Components\{89820200-ECBD-11cf-8B85-00AA005B4383}
To reinstall only Outlook Express 6 on Windows XP, use the following
registry key:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Active Setup\Installed
Components\{44BBA840-CC51-11CF-AAFA-00AA00B6015C}
4. Change the value data from 1 to 0, and then click OK.
5. Quit Registry Editor, and then install Internet Explorer 6.
