How Can I Change Microsoft Outlook 2003?

In the old Microsoft Outlook 2000, the section was much larger and
located at the bottom, where plenty of additional notes could be typed.

In Microsoft Outlook 2003, that section was reduced and moved to the
right side (below the IM Address: box).

Is there a way to change it back?
