I would like to restore an Outlook Express Folder

I deleted an entire folder of emails. I no longer wanted to have
Outlook Express check that email so I went to Tools, Accounts, Mail ...
highlighted the account and clicked remove. Poof all of the emails
were gone. I did find the deleted file and recovered it but it is one
rather large file and in machine language. The one file contains all
of the emails in the various folders which includes the inbox, outbox,
sent and deleted and as I mentioned in machine language. Is there a
way to restore this file to the folder and its subfolders or maybe
extract the individual emails into readable form.

Was this a POP3 account (e.g., bellsouth.net), an HTTP account (e.g.,
MSN/Hotmail) or an IMAP account (e.g., AOL)?
What extension, if any, does this one recovered file have?

Tools>Options>Maintenance>Store folder will reveal the location
of your Outlook Express files. Press the Tab key to highlight the folder
location, then Ctrl+C. Close OE, then Start>Run>Ctrl+V will put the location
in the box - Click OK and you'll see the OE files. Otherwise, write the
location down and navigate to it in Windows Explorer.
In WindowsXP &2K, the OE user files (DBX and WAB) are by default
marked as hidden. To view these files in Explorer, you must enable
Show Hidden Files and Folders under Start>Control Panel>Folder
Options>View.
In Windows Explorer, click on the file and drag it to the Desktop. Open OE
and create a folder with the *exact* same name as the one on your desktop.
***Copy a message from any folder to the new one. You MUST do this.*** Close
OE. Go back to Windows Explorer and Click Desktop and drag the folder from
the Desktop to the OE store folder that you clicked on to reveal the .dbx
files. Prompt - "Do you want to overwrite......."? Click Yes.

It is a POP account. And the file was an abreviation of the email
address that was deleted. the email was an FSU account and as
recovered it was " garnet.acns.f ". So it really did not have an
extension.

I am running Windows 98 SE on this machine. I do not see a Folder
Option in my control panel but I do see the .dbx files in the Outlook
Express folder. I know where the file is located and I have draged it
to my desktop. My question is how do I create a folder with the exact
same name? Do I create a new email address with that name?

Don't worry about the folder option. As you should have read, it does not
apply to W98.
No new e-mail address.
Lets say the dbx file is named Friends Mail.dbx. In OE, create a local
folder named Friends Mail and copy one e-mail from any other folder to the
one you created. You MUST do this. Close OE and open Windows Explorer.
Expand the thread under Documents and Settings to reveal the Outlook Express
folder, but do not open it. Click on Desktop and in the right hand pane you
should see the dbx file. Grab it with the cursor and drag it to the OE
folder in the left pane. When the folder turns blue, release the mouse key.
You will get a prompt, Do you want to overwrite, (the message you copied to
the folder), Click Yes. When you open OE, the messages should be in the
folder you created.

I don't know what is in that file, but the messages in OE are stored in
individual dbx files for each folder. This does not sound like a file that
has messages in it to me.

What size is this file? Might it be an IAF file?
See Steve Cochran's reply. If it's not a DBX file, it's almost certainly
nothing OE can use or import.
