What version of Outlook Express are you using? Use Help | About to find out.
Do you also have checking for messages as soon as you open Outlook Express
or do you have to press Send/receive (CTRL + M)?
Awaiting your response

Thank you for your attention.
my outlook express is version 6. and i should say again that it happens at
first attempt of send/receive ( when i open the outlook express it tries
send/receive itself) but when i unload OE by "End TasK" and then push the
send/receive, anything will be fine. so i don't think it is becuase of Read
only format of dbx, becuase it is possible at second attempt (and rarely in
first attempt)
Thank you

You shouldn't expect a fix until there is a clear understanding
of what your problem symptoms mean.
Are you sure that is all you are doing? E.g. is a connection prompt involved?
Try unchecking all options which would cause OE to do anything
automatically and then use one of the other items in the Tools menu
to initiate the connection (if that is necessary). In particular uncheck:
Send and receive messages at startup (Alt-T,O,S)
If you need more help report your observations from doing these tests
IN DETAIL. Also tell us the Mail account(s) connection type(s).
(E.g. press Ctrl-i,Alt-T,A to see the Internet Accounts Mail tab.)
If you see LAN in there you may have to change it to something else.
You haven't disclosed any information about your link either
so these are stabs in the dark mostly to try to explain your
reported symptom.

That doesn't tell you much about what OE tried to do or saw
while trying it.
A more significant diagnostic would be whether
netstat -asop tcp
shows you any trace of connections started by OE
or even better what a packet trace of your normal startup of OE showed.
