As it's neither a critical, security, nor cumulative update (cf. KB887797),
don't count on it.

Repeat: You must have Microsoft Windows XP Service Pack 2 (SP2) installed to
install this update.

I have OE6 but I just show an OE5.5 Service Pack update at WindowsUpdate.
Maybe it's related (I suppose it applies to SP6 too)

file have newer dates, but the names are masked so it's impossible to tell
what they are.

Check the date on the article and on the download page contained in the
article and inside the file once you download it again. If the information
in the article is accurate, the two files that are installed haven't
changed, so perhaps it was just a glitch with the installer that was fixed.

mechanism is different.
There's a major change in the order of application of the updates - and six
of the modules have been updated.
