Can't receive email - error number: 0x800CCC19

I cannot send or receive emails.
The error message says "A time-out occurred while communicating with the
server. Account: 'mail.onetel.com', Server: 'mail.onetel.com', Protocol:
POP3, Port: 110, Secure(SSL): No, Error Number: 0x800CCC19"
The Microsoft web site suggests lengthening the timeout period but a minute
has always been long enough
or
granting access to the internet through the firewall for Msimn.exe which is
Outlook Express. This has not worked.
I have reistalled the accounts with the help of my ISP, who says the
connection is in order.
I have deleted anti spam software.
Any advice would be gratefully received

Turn off the e-mail scanning in your anti-virus.

If you have an Anti-Spam program, that can also be the cause of the error.

Thanks Bruce, I turned off the e-mail scanning in Norton anti-virus and got
my emails
