That "fixes" the problem for me, but does not really address the issue.

If we set aside any technical discussion of whether usenet messages are
email or not, there's still the pragmatic issue. OE distinguishes between
mail accounts and news accounts, but this feature does not, as far as I can
tell. I don't want to disable this blocking for email, but do for news. At
least I want to allow images (not "other external content") in news, but
want to be protected from beacons. I can't see how to do that.

Another problem is that this feature is very misleading. I thought that I
was protected, but when I went to forward a piece of spam to somebody, the
images all came up as soon as OE opened the window with the forwarded
message. In the past, I would have switched to offline mode before opening
the original, or attempting to forward it, but this time I got zapped.

Is there any way to truly block images in HTML email? Is there any way to
allow them in Usenet, short of allowing them in email also?

The issue is that In Outlook Express in Windows XP SP2 or Windows 2003 SP1, the following
features do not work when Tools, Options, Read, Read All Message In Plain Text is selected
(For a quick workaround for the current message, press ALT+Shift+H)
- Displaying attached images at the bottom of the message window
- Visited Links changing colors
- Right click a Link and select Add to Favorites, Copy Shortcut or Save Target As
- Dragging a Link from the message to IE or another program
- Unscramble (ROT13)
- View, Text Size

This is because the developers changed the module used to display messages in plain text
to one with less functionality and so less prone to security problems. The setting is
global to both mail and news.

Your forwarding issue came up because your default sending format is HTML rather than
plain text (Tools, Options, Send), since the Read in Plain text setting only applies to
reading.

As for seeing the image attachments, you can always read in plain text, then click the
paper clip icon to open the attachment to view in your default image viewer.

Actually, my default send option is plain text, but I also have the option
selected to reply using the format in which the original message was sent.
So I read it in HTML and did not see the images, but when I replied, the
images came up. That's certainly not what I would have expected. What I did
was a forward and not a reply, but Outlook didn't care. I'm not surprised
that it tried to use HTML in this case, but I'm still surprised that the
images came up.

My default read option does NOT have the "read all messages in plain text"
checked.

As for seeing the blocked images, it's no problem for email. The window
tells me where to click if I want to see them. But for news, there's no
similar option.
