Can someone please tell me, when you request a read receipt with a
message then later you receive a message saying that the message was
not read, is this because the message was deleted by the person
without reading it or does this happen after a pre-determined amount
of time, or some other reason?

They may have it actually disabled in their mail client. It simply rejects
it. In our company, we disable read receipts completely on all computers.

Tools>options>receipts>never send - most people I know have this checked
as I do.
