Hello,
Could you please tell me how to set up Outlook Express to automatically
include the attachment when I forward or reply to a message that has an
attachment?

If you reply, the original sender doesn't need the attached file. They
were the one that sent it to you.
If you forward, choose to forward the original message as an attachment.
Then the entire original e-mail gets added as an attachment, including
the attachment it had.
