Deleting "Temporary Internet Files"

Hi,
Can someone give me a quick overview of the "Temporary Internet Files" and
subdirectories that are safe to delete? What do filenames such as "[20]"
refer to? Can all those just be dumped without consequences? If not, why
are they "temporary"?
TIA
Neil

OE dumps a bunch of files into the TIF. Some of those are zero byte files
that are never cleared out when OE closes. It is safe to delete everything
under the CONTENT.IE5 directory.
OETool has a button that will do this for you and also has a color
indication of when the TIF is getting full. See www.oehelp.com/OETool/
