I cannot receive test email to myself

I have been all over the internet looking for the answer to this question. I
have contacted my ISP. They say its my firewall. I have contacted them
(Stop-Sign) and disabled the firewall and I still do not receive my test
emails to myself. I have even used all my system tools to see what the
problem and it finds none. I am not receiving my own test emails back to the
same account. I received one today when I tested it but then tried it again
and never received it. Can someone help?

Try these one at a time and test:
If you get an error message, stop and post it.
When you send a message, does it show up in Sent Items?
If you have access to WebMail at your ISPs Website, are the messages there?
Turn off e-mail scanning in your anti-virus program. You will still be
protected.
Create local folders and move all messages out of your Inbox. Then:
Tools>Options>Maintenance>Store folder will reveal the location
of your Outlook Express files. Press the Tab key to highlight the folder
location, then Ctrl+C. Close OE, then Start>Run>Ctrl+V will put the location
in the box - Click OK and you'll see the OE files. Otherwise, write the
location down and navigate to it in Windows Explorer.
In WindowsXP & 2K, the OE user files (DBX and WAB) are by default
marked as hidden. To view these files in Explorer, you must enable
Show Hidden Files and Folders under Start>Control Panel>Folder
Options>View.
With OE closed, find the DBX file for the folder in
question {Inbox.dbx} and delete it. A new one will be created
automatically when you open OE.
Do not archive mail in default OE folders. They will eventually
become corrupted. Create your own user defined folders for storing
mail and move your mail to them. Empty Deleted Items folder regularly.
Keep user created folders under 100MB, and Default folders as empty as
is feasible.
After you are done, follow up by compacting your folders manually
while working *offline* and do it often.
Click on Outlook Express at the top of the folder tree so no folders are
open. Then: File>Work Offline (or double click Working Online in the Status
Bar).
File>Folder>Compact all folders. Don't touch anything until the compacting
is completed.
In Tools>Options>Maintenance: Uncheck Compact messages in background
and leave it unchecked. {N/A if running XP/SP2}.

Hi plonline,
One thing that might have accidentally occurred is your address being added
to the blocked senders list.
Tools | Message Rules > Blocked Senders List
Also, review any message rules that might be in use.
If you have Web access to your e-mail account check your mailbox there first
after sending a test message. See if it is received and then removed after
OE checks for new mail.

I have no rules created and I have nothing blocked. I have went through every
tab in the oe and even deleted and recreated the same identity to no avail. I
have turned off my email scanning on my antivirus and I am still not able to
send from oe to any of my accounts, charter, yahoo or even work. I can
receive just fine from other accounts, just not my own. Which makes me wonder
if any of my emails I send from oe are even reaching their destinations. They
are not in any of my accounts. I can use webmail just fine and send to and
from it but when i try to send from OE to any account be inside my main one
or outside, no error, no undeliverable return, just nothing. It does show in
my sent file but I never receive it. I am scared to start messing with the
registry files because I am no techie and do not know how to do it. I have
all updates installed and when I try to see if I am missing anything on the
software, windows says I am up to date on everything. I just started using
outlook express today. It has been on my system from day one but I always
used microsoft outlook. Now I need two accounts and I figured using outlook
express for one and microsoft outlook for the other would be easier but it is
becoming a headache.

If the message shows in Sent Items, then it was received successfully by
your ISP. Ask to talk to a Tier 2 tech at your ISP.

I have already done all that and even downloaded "scandbx" outlook repair and
paid $50 for it after it said I had errors. I let it scan and correct
everything and it says everything is running correctly but I still do not
receive my own messages that I send from outlook. Could it be my address
book? Just guessing at this point. I never get any error messages, that is
the problem. If I did I would be able to find a fix for it but I get nothing
when I send from OE and it shows up in my sent file file but I never receive
it.

i spoke with someone at charter already and they said as long as my webmail
is working fine (which it is) then it is something in outlook express that is
not allowing me to send. I can send to and from my charter account in webmail
and can only receive in OE. I need the OE so I can monitor when I receive
new mail and receive the read confirmations that I do not in webmail. I
really need to get this fixed because I am not able to send anything at the
moment only receive but everything appears to be working fine. I wish there
WERE error messages, sure would make this alot easier. I've been trying to
figure this out since yesterday afternoon, performed all kinds of searches on
the internet and even downloaded that optional software that is supposed to
fix the dang thing, and still nothing.

Do others get mail you send from OE? If not, have you made sure all the
settings in Tools | Accounts | Mail | Properties | All Tabs are correct?

All the settings are correct
pop.charter.net
smtp.charter.net
everything as it is in microsoft outlook account. This is why charter will
not help me. They say it is nothing on their end and suggested I uninstall
Outlook express and reinstall but from what i have read, you can't JUST
uninstall oe without uninstalling xp and I am no techie to attempt that one.
I paid $50 for that outlook repair dbx program and it didn't fix anything.
I'm at my wits end at the moment with this things

You didn't say if others can receive mail from you. Please let me know.
Do you, or have you ever had Leave a copy of messages on the server? Uncheck
it if it is checked.
Also, with OE closed, in your dbx files, delete the file, Pop3uidl.dbx.

Ok here is something I noticed:
I just tested a send email from the oe without my signature file that
automatically goes out in my emails and i received that one in my webmail but
not my OE and the headers in the from file (received in webmail) have
characters that i did not create when i created the account:

Yes i can receive just fine from others. Its the sending I am having problems
with. Sorry, I thought I made that clear. I always leave a message on the
server so I can check it at work by webmail.

in your dbx files?? where do i go to check that? I let that repair service
find and replace those things for me. I get scared deleting files on my own.
But where do i find this file to do so if you say it is safe? and what will

You said you tried everything that was suggested. moving the mail out of
your Inbox and deleting the Inbox.dbx was suggested, so I guess you didn't
do everything. Don't worry about the Inbox right now.
Tools>Options>Maintenance>Store folder will reveal the location
of your Outlook Express files. Press the Tab key to highlight the folder
location, then Ctrl+C. Close OE, then Start>Run>Ctrl+V will put the location
in the box - Click OK and you'll see the OE files. Otherwise, write the
location down and navigate to it in Windows Explorer.
In WindowsXP & 2K, the OE user files (DBX and WAB) are by default
marked as hidden. To view these files in Explorer, you must enable
Show Hidden Files and Folders under Start>Control Panel>Folder
Options>View.
With OE closed, find the DBX file for the folder in
question {Popuidl.dbx} and delete it. A new one will be created
automatically when you open OE.
Then, make sure you have selected to delete mail left on the server after a
few days.

I use stop-sign.com for both my antivirus and my firewall. I don't use
anti-spam programs because everytime i have I quit receiving email i wanted
to receive, so i just delete it if i get it and don't want it. It don't take
2 secs to delete spam, which is one reason I don't understand why so many
people want to sue each other over email....dumb!

Ok I did that and I deleted that file and when I went back to OE and hit send
and receive all the messages on the server came in and then I tried to send
myself an email and I still have not received it. Now what?
