I have noticed since an update with OE while I am reading messages it will
refresh and take me back to top of message. This interrupts my place in the
message and I must scroll back to where I was reading. This will and can
happen up to 3, 4 or more times. This did not use to be the case some time
ago(I am not sure exactly when).

Not only is this time consuming but extremely frustrating.

Is this a setting issue? Is anyone else experiencing this? What are my
options for stopping this?

This always happens, (at least for me), and not a result of an update. There
are a few workarounds.

Extend the time for checking for new messages, or open the message in its
own window, or put the Offline button on the toolbar and click to work
offline while you read the message.

This happens if you have OE set to check for mail at frequent intervals, and
on your options for the news accounts, also have them set to synch when
checking for new mail messages. Recommend you uncheck that option for news
accounts under OE menu, Tools/Accounts - News tab for each News account.
