Outlook or Outlook Express? They are two separate programs.
What happens when you try to send? Please post any error messages in
their entirety.

Assuming, based on your later post, that you are using MS Outlook Express,
not MS Outlook. The next time that you see the MSOE error, do this:

Click your mouse cursor over any part of the error message in the text
window; this will highlight all of the error message. Right click on the
highlighted text; this will bring up a button labeled, "Copy". Click on the
button; this will copy the highlighted text to the clipboard. Start a
message in reply to any message in this thread, and paste that error
message into your posted reply. The result should appear similar to (but
NOT identical to) this:

You can tell a lot from what you see. In the message above, MS Outlook
Express is telling me that it can't connect to the server. I know the
reason why, I just wanted to have a sample error message so you can see
what we need in order to help you. There are other errors possible; but the
format of the message is the same.
