For the last 4 days, I can't log into Hotmail through OE, getting "Server
cannot be found" error messages. In the past, this would last a day, maybe
two but now it seems to be a constant. Even Hotmail has worked out it's
problems after about 4 days.
Could this be something in OE that needs fixing? Or is it a Hotmail issue?
Is anyone else having this problem?

No it is probably a HotMail/MSN mail server problem. This happens often, and
will happen again, and again, and again. The four (4) day interruption may
be uncommon, but as long as you did not make any changes to OE. Then it is
the fault of the HotMail/MSN servers.
If you have multiple HotMail/MSN accts, being polled by OE, you might have
instances where one (1) acct will work, and then the others won't. Sometimes
by closing OE, for a moment, then starting it again. The second acct or
other, will download mail, but the first one won't this time. Sometimes it
is a hit and miss situation, with the HotMail/MSN servers.

Been out of action for 5 days and just started working again.
If you have the account settings set to remember your account password, try
disabling this in order to prompt for the password, Tools, Accounts, Select
Hotmail account under Mail Accounts, Properties, under the Server tab
untick the box "Remember Password", OK then Close.
Close Outlook Express and then open it back up again and enter password when
prompted.
This is all I did and everything started working again
