I'm cross posting this to
microsoft.public.windows.inetexplorer.ie6_outlookexpress since it's an OE
issue not really an MSN issue. Perhaps one of the OE people can assist you.

Actually, I think there is an MSN issue. Yesterday OE access to (a paid)
Hotmail account suddenly stopped working for my wife. And I tried to setup
OE to access my (paid) Hotmail account today and it can't access the server.
This was from two different computers on two different networks. And I CAN
access it using Outlook with the MSN connector. So something seems wrong
with services.msn.com.

From my attempt to get OE to access my account:

Configuration:
Account: Hotmail
Server: http://services.msn.com/svcs/hotmail/httpmail.asp
User name: Hal_Berenson@hotmail.com
Protocol: HTTPMail
Port: 0
Secure(SSL): 0
Code: 800ccc0d

Very often, simply closing and reopening OE will resolve this problem.

Unfortunately it's not working today, as I, too, am getting the same
error(s), so the problem's on MSN/Hotmail's end...again.

The HotMail->OE failure rate via my network connection is around 90% these
days. Such reports as this one suggest it is affecting even the paying
customers, though I'm surprised to see so few posted complaints in that
case. The kindest speculation about why there are so few complaints is just
that it is partly routing-dependent, and my routing is unusually badly
affected. On the other hand, maybe some large percentage of the people who
pay for HotMail don't even notice when it stops working...

Anyway, if Microsoft is sincerely trying to sell HotMail accounts, then they
are going about it in a very funny fashion. If they are trying to
demonstrate their superior server capabilities and low, low "costs of
ownership", then it's even funnier.

Is Microsoft really so hard up for computing resources? Or maybe they've
just been overwhelmed by the spam?

I would vote for the possibility of some kind of spam related issues. The
reason that MSN cut off access to free Hotmail accounts with MSOE (with a
nod to the known exceptions) was MSN's apparent inability to keep spammers
from abusing their WebDAV mail pickup servers. The spammers may simply be
unwilling to give up, preferring to disrupt the service rather than to
accept that the service has cut them off.

That is just a WAG, though; I have no first hand knowledge of how those
WebDAV pickup servers work, or how any problems with them would impact the
HTTPMail access servers.

The assumption with removing OE/OL access is that those using OE/OL with new
free accounts were the source of the spam. Now since, existing accounts were
grandfathered and if in current use not subject to expiration via the 30/90
day rule then that reasoning would not hold.
Which raises the next question, 'Who did MSn really cut-off to reduce spam?'
It would stand to reason that the only impact was on those who wanted new
accounts that did not have them at the time of the policy change. Which
brings me back to something more concrete question, was it really about spam
or about web site usage/hits and advertising penetration.
