I am using Outlook Express V6.00 for news groups. I just can not seem to
understand HELP on "synchronization". Is there any other reference on
synchronization? What is being synchronized to what?

The content on the server is synchronized with the local storage of OE.
That's the general explanation, and it applies to both, newsgroups and
IMAP email accounts. You can specify the synchronization method for
every folder individually, as described here:

Aside a tipp for power using newsgroups with OE:
