OE Error messages

For a few last weeks, I'm having a problem with receiving and sending
messages from both EarthLink and Hotmail accounts. Today, I got this two
error messages:
Unable to poll for new messages on your HTTP server. Account: 'Hotmail',
Server: 'http://services.msn.com/svcs/hotmail/httpmail.asp', Protocol:
HTTPMail, Server Response: '', Port: 0, Secure(SSL): No, Socket Error:
12007, Error Number: 0x800CCC0D
Header download for the 'Inbox' folder did not complete. Account:
'Hotmail', Server: 'http://services.msn.com/svcs/hotmail/httpmail.asp',
Protocol: HTTPMail, Server Response: '', Port: 0, Secure(SSL): No, Socket
Error: 12007, Error Number: 0x800CCC0D
May someone please tell me what they mean and how to fix this problem? What
this Socket Error 12007 is all about?

The "Socket Error" probably means some kind of problem with the Hotmail
server causing a connection failure. Too many Hotmail users accessing the
server? Who knows. It appears to be one of those transient problems on the
Hotmail end, and you are not going to be able to fix the problem from your
end. Try again later.
You did not mention your Earthlink account problems so I can't help you
with your Earthlink account.

thanks for your suggestion about my Hotmail account and offer ( I consider
it as an offer) to help with the EarthLink account.
Several days ago, on this board I posted message about my OE problems. There
I described all the troubles I got into after EarthLink changed and upgraded
their server. After some suggestions and some tweaking with OE, I think, I
got EarthLink working. However, the Hotmail stays in the way, interferes and
prevents EarthLink from working properly... EarthLink is my default account.
Nevertheless, when OE opens, it goes to the Hotmail first and stays there
forever. So, I have to fix this bug somehow... Any ideas?

A workaround until Hotmail becomes "available" again -
why not create a new identity for your Earthlink account? Then you can
switch between them both. You can use file>import to get your old email
into the new identity, before deleting the Earthlink account from the
old one.

Well, I'm afraid, I found the cause of the problem, but, unfortunately,
neither I or you can fix it. Just checked with Microsoft and found that they
changed their policy on free Hotmail accounts. Now, only the paying
customers may access the Hotmail from Outlook and Outlook Express. End of
the story.

Kath has quoted something I posted. There is one minor error, and one
omission. The minor error is actually also an omission.
The error/omission:
Free MSN Hotmail accounts that were not configured for use with MS Outlook
Express prior to Sept. 27, 2004 can't be configured for use with MS Outlook
express.
The omsission:
Free MSN Hotmail accounts which have been allowed to lapse subsequent to
Sept. 27, 2004 can't be configured for use with MS Outlook Express.
The rules for free MSN Hotmail accounts are that you must access the
accounts at least once in a 30-day period to keep them active. I know, by
trial, that letting the account lapse for greater than 90 days will lose
the MSOE access privilege. I suspect, but am not in a position to test
this, than any free account which has gone over 31 days without access will
also lose the MSOE access privilege.
I currently have a free MSN Hotmail account which I have kept active since
well before Sept. 27, 2004, and I can still send and receive email with MS
Outlook Express. I intend to try and keep it so for as long as MSN allows
it. I have a message which states that grandfathered accounts will retain
access; but suspect that access will be lost when the account goes dormant
after 30 days.

Were you ever able to access the account in OE?
Assuming this is a somewhat new problem, the trouble lies on MSN/Hotmail's
end.
Often just closing and reopening OE will solve the problem...but not today.
I'm getting the same error(s).

Isn't it strange that Microsoft now breaks long standing integration of

Kath, I decided to remove Hotmail account from OE. Looks like it solved the
problem. Of course, now I have to use Hotmail on its web site... I guess,
this is what MS wants us to do...

The problem is with spammer abuse of the Hotmail WebDAV servers; the ones
which pick up the email submissions and pass them to the Hotmail MTAs. MSN
apparently has been unable to find a fix for the problem. When the spammers
gain access to the WebDAV servers, spam from MSN Hotmail MTAs causes them
(the MTAs) to be blocked.
Apparently, MSN finally decided that the easiest way to fight that problem
is by requiring a paid account for access from MSOE. By that method they
can kill the abusive paid account, and even keep the money, if the account
is killed before the paid period expires.
I think that MSN figured out that long time users of free MSN Hotmail
accounts are unlikely to be spammers. Had those accounts been used for
spamming, they would have been killed by now. The number is probably
statistically small, and thus worth the risk to allow them to continue as
before.

I too was having the same problem, I called my ISP Verizon, and they told me
that it waa a software issue with Outlook. As usual, they were wrong. It is
not a software issue with Outlook, but a software issue with Norton
Anit-Virus. Turn off you email protection and no more error messages. The old
rule of thumb applies here: If you don't know who your email is from, don't
open it. I hope this helps you.

This is still not clear about what "dormant" means. Checking via OE will
keep it active? Receiving a message via OE is required? Or maybe you have to
send one? Or do you need to use the Web site at least once a month? Whatever
the case, they are making it such a bother that it scarcely seems to be
worth keeping the account--but maybe that's their real but secret intention,
like the secret lobotomy they gave to the "free support" of the MVP program.
Anyway, if Microsoft is trying to sell hotmail accounts, they are going
about it in a very funny fashion. If they are trying to demonstrate their
superior server capabilities and low, low "costs of ownership", then it's
even funnier.
Is Microsoft really so hard up for computing resources? Or maybe they've
just been overwhelmed by the spam?
