They block me and all users from Russia!

Microsoft block us, isn`t working msn messenger, masters of windows,
sites:hotmail.com, passport.net, msn.com, why they block us?! Sucks!
For working this services i should activate this services by phone, look, i
must call from Russia to USA!!!!!

Check to make sure your firewall isn't blocking you.

Maybe they don't want spammers using their resources. You
(62.183.101.3) are listed in SenderBase as spewing a lot of e-mails
(http://www.senderbase.org/?searchBy=ipaddress&sb=1&searchString=62.183.101.3)
and you are listed by the CBL blacklist. I don't know if Microsoft
employs 3rd party blacklists or if they only use their own, but I would
not be surprised that they may block their resources from known or
suspected spam sources. Microsoft might also restrict their resources
in countries without reciprocal laws that permit Microsoft to enforce
their Terms of Service. Maybe they don't want to connect to anyone who
DNS server doesn't provide a PTR record for the client's IP number (your
IP address of 62.183.101.3 fails on an IP name lookup); see RFC 1912,
section 2.1 (ftp://ftp.rfc-editor.org/in-notes/rfc1912.txt).
