After having a problem with my OE 6, I am now receiving a copy of every
email. Is this a setting that need to be changed?

For Hotmail, or IMAP accounts:
Tools>Options>General tab. Uncheck either: When starting, go
directly to my Inbox folder or, Send and receive messages at
startup.
