I use Outlook for my primary contacts file including email addresses, phone
numbers etc. Anyone know how I can get Outlook Express to use (and update)
that Outlook file so I use one list for both programs?

It will most likely require a reg hack. See

NB: Any changes (additions, deletions, edits) made after sharing is enabled
will not be available (displayed) in Address Book if/when sharing is
disabled. This includes Groups and Folders.
