Problem with URL links in emails

I can no longer link to the web via hyperlinks in my emails to Internet
Explorer. I have been able to do this in the past. Now all I get is a double
beep sound. I have tried turning off pop up blockers, turned off firewall,
turned off all security and nothing changes. I can access the internet just
fine through IE6 but can't link to it from Outlook Express. Any ideas? I
could not figure out any configuration change or settting that can be causing
this.

1. You click on a link and an IE window doesn't even open:

2. You click on a link and an IE window opens but it doesn't load:

You Cannot Open New Internet Explorer Window or Nothing Happens After You
Click on a Link

(re-register all DLLs listed in this KB article)

Installing the latest Cumulative Patch for IE may solve the problem as a
side-effect. Check in at Windows Update.
