Well, you get to edit it out from the registry.

Close OE.

START | Run
type in Regedit and press ENTER

Navigate to the
HKEY_CURRENT_USERS\Identities\{USER_ID}\Software\Microsoft\Outlook
Express\5.0\Rules\Mail

Once there, expand the Mail subkey and look in each of the numbered subkeys
for the rule that is named what you can't delete.

When you find it, note the number.

Delete that numbered key (004 for example).
Now, go to the last numbered rule and rename it from it's current numer to
number of the rule you deleted.

Now, go back to the Mail subkey and note the Order value.
Double click on it to edit it and delete out the rule number you renamed.

Example, rule 004 is the problem rule.
You have rules in there 000, 001 002, 003, 004, 005, 006

006 is the one you rename 004 after deleting 004

Back in the Mail subkey, you see the Order value.
Double click on it and delete 006

Now, close regedit and open OE.
Go to Rules and move the rule you named 004 to the last one in line again
and all should be well.

The problem's being caused by Norton AntiSpam (NAS), part of NAV. It cannot
be disabled or uninstalled AFAIK.

Solution: Create a new "dummy" rule and move it to the top of the list using
the Move Up button. You should then be able to delete/edit the original
rule which is now second in the list.

Of course if you already have a second rule in the list, just move it up and
proceed as above.

Your current Identity, especially if its the default Main Identity, may have
been damaged by NAV/NAS. Try one or more of your accounts in a new Named
Identity (File>Identities>Add new identity). Assuming all is well, import
messages from the old Identity before deleting it (File>Identities>Manage
Identities).

To avoid such corruption in future:

Don't use Inbox or Sent Items to archive messages. Move them to local
folders created for this purpose.

Empty Deleted Items folder daily.

Disable Background Compacting [N/A in SP2] and frequently perform a manual
compact of all OE folders while "working offline". More at
http://insideoe.tomsterdam.com/files/maintain.htm.

Your anti-virus application's email scanning feature (and NAV's NAS) can
also cause such corruption. Disable it. It provides no additional
protection.
