If I understand your question, create the letter and then
File | Save As a .txt to a folder of your choice. (A new one
in My Documents perhaps). When you want to use it, Create
Mail | Insert text from file, and browse to the location.

If he "saves as" an email instead of a txt file, he can just keep reusing
the same message without having to insert text. I have a blank email
message on my Quicklaunch bar so I don't have to open OE in order to send an
email.
