Outlook Express doesn't leave messages on server

I have setup my OE to leave messages on the server. It worked with my old
email. I recently switched services to BellSouth DSL and it won't work. I
called BellSouth and they said it's a problem with OE. I checked my OE setup
again and verified that it is set to leave messages on the server. Any ideas
on why it's not working?

Turn on the troubleshooting log in OE for POP3. Check if the RETR
command (retrieve an e-mail) is followed by a DELE (delete) command. If
you have your e-mail client configured to leave messages on the server,
it should send a RETR but *without* a following DELE. If you don't see
the DELE command get sent, use that logfile as proof that your e-mail
client is NOT sending a delete command which means their mail server
should leave it in your mailbox. Note that once OE retrieves the
e-mail, it won't retrieve it again since it will use the UIDL command to
get the unique ID of each message (so it downloads it only once whether
left on the mail server or not).

Your current Identity may be damaged, especially if its the default Main
Identity. Try one or more of your accounts in a new Named Identity
(File>Identities>Add new identity). Assuming all is well, import messages
from the old Identity before deleting it (File>Identities>Manage
Identities).

To avoid such corruption in future:

Don't use Inbox or Sent Items to archive messages. Move them to local
folders created for this purpose.

Empty Deleted Items folder daily.

Disable Background Compacting [N/A in SP2] and frequently perform a manual
compact of all OE folders while "working offline". More at
http://insideoe.tomsterdam.com/files/maintain.htm.

Your anti-virus application's email scanning feature can also cause such
corruption. Disable it. It provides no additional protection.

Alternatively, try deleting the account and then do a File | Folder |
Compact all (to fix the pop3uidl.dbx file). Then close OE and then reopen
it and add the account back again.
