downloading insted of browsing

When I am trying to visit a site by clicking on my connection bar or typing
the address of the site it opens the window like I am downloading a file and
asks me if I want to open or save the file. Can you tell me why is that.

It depends on the file type.

Which OS? In XP Run... control folders
and see if Confirm open after download is checked
on the Edit File Type dialog for the file type you're concerned about.

E.g. for .doc files find that exension in the File Types list
(aka Microsoft Word Document); click on the Advanced button
and check or uncheck the above option as desired.
