UTF-8 Encoding & Language Packs

Hi,

We have a set of web pages which are UTF-8 encoded (for Chinese characters).
The issue is that IE does not prompt for a language pack to be installed but
it does with non-UTF-8 character sets - is there anyway around this? We
can't change from UTF-8 due to the system used to create the pages.

Any help would be much appreciated.
