Can't open second IE window

I'm sure someone has already asked this, but I can't seem to find a post
with the same concern.

Whenever I try to open a second IE window, the first window closes, then the
second window opens. Thinking this was caused by me having Pop-up Blocker
(PB) activated, I turned off PB. Still, the same thing happened ... first
window closes and the second window opens.

Any info would be greatly appreciated.

Open IE, click tools, options, advanced, do you have it selected to reuse
windows for shortcuts?

Open Internet Explorer, Tools, Internet Options. In the Advanced tab,
uncheck the option "Reuse windows for launching Shortcuts."

Description of the Reuse Windows for Launching Shortcuts Setting in Internet
Explorer 5.01:

Other possibilities:

This is usually caused by third-party browser add-ons. Disable all Pop-up
blockers if installed any. Here is a detailed note from Don Varnau, MS-MVP
Internet Explorer.

Galen,

it was checked, so I cleared the check box. Still could not open a second
window. I closed and reopened IE. Still could not open second window.
Rebooted and reopened IE. Still cannot open second window.

Is there anything else I can try?
