If you have deleted a file and it is now in the recycle bin then open the
bin right click the file and restore it.
If you have deleted a file to the bin and then emptied it (deleted all files
from within the recycle bin) then they are gone.
If you then immediately turned off your PC you may be able to recover the
files using low level disk recovery tools or expensive third party
services - if however you have continued to use your PC and maybe created
new files etc then you are unlikely to be able to recover them.
I suppose just telling you to recover them from your latest backup would be
pointless, but at least be a lesson to encourage you to instigate a backup
routine for at least your most important files.

As you know Carey files are not permanently deleted. However they are
rendered inaccessible and will eventually become overwritten with new data.
There are a host of software tools and professional data recovery services
that can restore deleted files.

Mike files are not "gone" when you dump the recycle bin. Have you heard of
undelete programs? Some are free (how shocking)! Click here

The whole focus was that after you remove them from the recycle bin IF you
do not do anything to the disk you may be able to use third party tools
(sorry yes I did say they were expensive) to recover them.
The point being if you do continue to use the disk those tools will not be
effective if the unallocated file space is reallocated to a new file etc.

"Deleting" a file doesn't actually delete it; it just marks the
space as available to be used. There are third-party programs
that can sometimes recover deleted files. The problem is that the
space used by the file is likely to become overwritten very
quickly, and this makes the file unrecoverable.



So your chances of successfully recovering this file are decent
if you try recovering it immediately after deleting it, and
rapidly go downhill from there. If you've been using the computer
since then (for example to write this question and read this
answer), your chances are probably very poor by now.



But if the file is important enough, it's worth a try anyway.
Stop using the computer in question immediately, if you haven't
done so already. Download an undelete program (here's one:
http://www3.telus.net/mikebike/RESTORATION.html but there are
several others to choose from; do a Google search) on a friend's
computer and bring it yours on a floppy to try.



If this fails, your only other recourse is to take the drive to a
professional file recovery company. This kind of service is very
expensive and may or may not work in your case.

Well, according to XP's Help and Support Center:

"Deleting an item from the Recycle Bin permanently removes it from
your computer. Items deleted from the Recycle Bin cannot be restored."
