Enabling the Scipt Debugger

Does anyone know why I cannot enable my script debugger?

I have tried to alter the regestry keys, stop mdm.exe, etc. But the
browser automatically disables it.

I can change the reg key and it sticks (without any browsers open), but
if I open a browser, the reg keys get set back to "yes" vs "no". If I
have a browser open when trying to change the reg keys, the new values
do not stick.

Please help!

Stopping mdm.exe will disable your script debugger, not enable it.
