IE Help "contents and index" does not display

When I click on the help menu and then click on contents and index, nothing
happens (normally, help window opens). I have tried to search the
knowledgebase, but came up with nothing except instructions to completely
reinstall IE 6.0 and all updates, if the program wasn't working properly. Is
there any way to fix this without a complete reinstall or a registry
modification? Thanks in advance.
Software versions: XP SP2, IE 6.00.2900.2180

Does Help > Content & Index work in other applications (e.g., Start > Help
and Support)?
