Mail client not properly installed?

When I click on an e-mail link in the browser window I get this message:
"Could not perform this operation because the default mail client is not
properly installed."
Now Outlook 2003 has been running on my computer for some time and it IS set
as the default mail client. I do have Outlook Express for accessing
newsgroups (I'm using it now).
Do I have to reinstall Outlook 2003??
